Many questions do not test for knowledge, but test for accuracy word for word answers from slideshow. For example, consider the statement The higher-ranking person will assume, maintain, or transfer command to a third party. Now look at this question, which is fill in the blank. Order of blank 4 and 5 don't really matter, its whether or not the student understands it. Testing for the right order is not important.
